When something has to be recalled
The store's part in a recall is mostly about records and reach.
Identifying affected orders means knowing which batch or production run each order contained, which is trivial if it was recorded at the time and close to impossible if it was not — that decision is made years before it matters, and it is the single most useful thing to get right in advance. Contacting people means having a route to customers who checked out as guests, which many stores do not, and accepting that some proportion will not be reachable at all. The public side needs care too: a notice that stays findable, on a page that does not disappear when the product is unpublished, because a customer searching for the item months later must land on the notice rather than on nothing. What we would put in front of any of this is the advice that a recall is a regulated process in most places and the sequence belongs with your adviser. The store's job is making sure the information exists to act on.

How do we reach guest customers?
With whatever contact detail they gave at the order, which is usually an email address and sometimes nothing else. Some proportion will be unreachable, which is a reason to keep the public notice findable rather than assuming direct contact covers everybody affected.
Where should the notice live?
On a page that survives the product being unpublished. A customer searching for the item months later has to land on the notice rather than on nothing, and removing the product page without leaving something in its place is the most common way a notice fails to reach the people it was for.
