Saving something for later is one of the most common things a customer does and one of the least reliably built. A heart icon that forgets everything when the browser closes is worse than no feature, because somebody trusted it.

A saved list is a promise that something will still be there.
Most implementations keep it in the browser, which means it survives until a customer clears their history, switches to a laptop, or opens the site from a different application, and then it is simply gone with no explanation. Anybody who had built a list has lost work they did for you. Doing it properly means deciding what happens for a visitor who is not signed in — either say plainly that the list lives on this device, or offer to keep it and explain why that needs an account. The second half is what the list is for. A saved item that has since gone out of stock or changed price should say so on the list rather than at the basket, because that is the information somebody came back to check. And the route from the list to buying has to be short: a list you cannot order from in one action is a bookmark with extra steps.

Does a saved list need an account?
Not necessarily, but the customer needs to know which one they have. A list held in the browser is fine if the page says so, and dishonest if it implies permanence. The failure is silent loss: somebody returns on a different device and finds the work they did for you has simply gone.
What should the list show?
Whether each item is still available and whether its price has changed since it was saved. That is what somebody came back to check, and finding out at the basket instead wastes the trip. A list that shows only names and pictures is a bookmark rather than a tool.
Is this worth building for a small catalogue?
Often yes, because saving is how people shop for anything they will not buy immediately. The size of the catalogue matters less than the length of the decision, and a considered purchase with a saved list beside it is a customer who has told you exactly what they want.
