What happens when the system you send to is down
The naive integration sends a message when something happens and considers the job done.
If the receiving system is restarting, rate limiting or simply broken, that message is gone, and because sending appeared to succeed nothing anywhere records a failure. The order does not reach the warehouse, no error is raised, and the customer discovers it. Building this properly means treating delivery as something to be confirmed rather than assumed: retry on failure with increasing gaps, keep the message until the far end acknowledges it, and put anything that has failed repeatedly somewhere a person will look rather than in a log nobody reads. Two further points matter. Retries mean a message can arrive twice, so the receiving end has to tolerate that without creating two orders, which is a design decision at both ends rather than a hope. And the queue of failures needs a human owner, because the value of a dead letter queue is entirely in somebody reading it before the customer telephones.

Why do integrations fail silently?
Because sending succeeded from the store's point of view. If nothing waits for an acknowledgement, a message swallowed by a restarting system leaves no trace at either end, and the first evidence anybody gets is a customer asking why an order that was confirmed has not shipped.
What does retrying introduce?
The possibility of arriving twice. Any receiving system has to tolerate the same message appearing again without creating a second order, which is a decision to take at both ends rather than a risk to hope about. Without it, the fix for lost orders creates duplicate ones.
Who should own the failure queue?
A named person who looks at it. A queue of messages that could not be delivered is only worth having if somebody reads it before the customer calls, and an unowned queue is just a more organised way of losing the same orders you were losing before.
