The cross-border dimension is where this becomes practical rather than theoretical: once a meaningful share of orders come from Austria, Italy or Croatia, the consumer-facing obligations have to be satisfied in languages those customers read, and the tax position moves from domestic to distance selling earlier than a larger market would reach it.
